Oakland Raiders Coliseum City - Floyd Kephart Not A Developer There's too much back ground talk and speculation regarding the Coliseum City development for the Oakland Raiders and the Oakland A's. Floyd Kephart is not a developer at all. He's a financier but lacks the $400 million to $800 million needed to make the deal happen. His job is to find that person or group that does. The City of Oakland screwed up long ago by not pointing out land for the Raiders around the city, and tyiing itself to the Oakland Coliseum, thus calling for dealing with Alameda County. Alameda County now wants to have an ENA process of its own, wow.
