The building it replaces, Merchants Parking Garage, was long a symbol of the fact that institutional investor racism caused Oakland to be skipped over for high-rise development for decades. For many of the same reasons The Golden State Warriors did not call themselves the “Oakland Warriors”, Oakland failed to land developers willing to build tall residential structures.
