No formation of a public organization to focus effort in Nov. 2019 like a Howard Terminal Public Financing Authority after SB 293 Skinner was signed into law by Gov. Newsom Result? No contact with Alameda County in 2019 re: TIF. No monthly public meetings to keep focus. No place for city admin to assign specialists for public presentation. No monthly updates on Howard Terminal. No focused public schedule. Because there's no Howard Terminal Public Financing Authority meeting monthly, with Oakland City Council appointed reps, no monthly updates, there's no project organization and no publicly known deadlines. Result? March 27, 2021. Major League Baseball expresses concern over long time between updates, starts looking at Las Vegas. Reaction? ONLY THEN does Mayor Schaaf call for meetings with Alameda County on use of TIF – almost two years later from 2019. Today: Still no Howard Terminal Public Financing Authority meeting monthly, with Oakland City Council appointed reps, no monthly updates, there's no project organization and no publicly known deadlines. This is July 12, 2022. Result: Oakland Athletics still looking at Las Vegas. Only organization weekly focused on Howard Terminal is the media. City of Oakland's lack of organization buys time for Las Vegas process to catch up. OAKLAND MAYOR LIBBY SCHAAF REJECTED ESTABLISHMENT OF SPORTS TASK FORCE FOR RAIDERS STADIUM, SAID HER STAFF WAS A “TASK FORCE” (ALBEIT ONE THAT WAS NOT AN OFFICIAL, SUNSHINE BODY.) OAKLAND MAYOR LIBBY SCHAAF MADE HERSELF THE FACE OF THE RAIDERS STADIUM EFFORT. OAKLAND MAYOR LIBBY SCHAAF'S USING SAME FAILED RAIDERS PLAYBOOK FOR A'S HOWARD TERMINAL. What Should Be Done? Mayor and City Council must approve creation of Howard Terminal Public Financing Authority in accordance with SB 293 Skinner, and ASAP. Mayor should hire me, Zennie Abraham, who formed Oakland's only sports commission for Super Bowl Bid in 1999 from scratch, to be exec director of Howard Terminal Public Financing Authority, establish meeting and project schedule, start public meetings, closed session meetings. Otherwise, Howard Terminal effort will continue to be rudderless. Las Vegas will catch up. Stay Tuned.
