Oakland City Official’s are at a loss as to why the Homeless are REFUSING assistance from “Contracted” Intervention Agencies. I speak for the HUNDREDS of Homeless folks living Unhoused. City Agencies are Cruel, Abusive & Indifferent to Quality of Life issues.
